I downgraded Juiced Patch to v7.9.5 but still the cop car was there. So I reinstalled the entire game with just the downgraded Juiced Patch & the Cutscene Patch and the cop car was still there. Maybe I'm installing this wrong somehow.

Yeah but I've now deselected every option in the bat including the manual options but the car is still there. I'm actually lost with what it could be.
Have you tried disabling "Improved Firearm Sounds"? (I can't test it, the download link isn't working for me.)
Yeah I removed every mods/ lines from loose except Juiced and Cutscene Patch and still the same. I went into the folder and deleted RO02-01.xtbl and RO02-02.xtbl which obv fixed it as these 2 files edits the cutscene for that mission.
Okay, I think I might know what's causing it, though I still don't experience the issue personally.
Try this file, and please confirm that the Police Car still appears correctly in the background of Jane Valderama's news Shots in front of the Casino.
The cop car isn't in the house anymore and it's there in the news interview.
Okay, here is a patch for this cutscene only. Extract the contents into your Saints Row 2 root directory, overwriting the files when prompted. All the RO02-01.xtbl files will go where they need to go, so you can use them with the .bat menus.
The reason I haven't hot-fixed the main mod is because the issue doesn't affect everybody, and a similar issue may be possible with other cutscenes where new Characters/Vehicles have been added, which means a full-on fix for everything will have to wait until v1.5. I have made a note of the issue.
Thanks! everything in the cutscene seems to work fine now. I'll still be trying to find why only my game is being weird with this but I do appreciate it.
