Does/will this work with/include Sandbox +? I'm just wondering, since I want to use the day/night cycles like in SR2.
It depends which mods you want to use. Plenty of them are extremely outdated, very few are up to date.
What mods should I update and how?

The only outdated mods I can think in GoS of are the weapon ones. Everything else should be fine.

Pretty much all of them, if memory serves. My point is that everything else should be okay.
Some other ones are outdated too. Here's the list of other outdated mods:
- IdolNinja's Additional Cheats (V3 is included, V5 is the latest one)
- IdolNinja's Disable All Tutorial Popups (Sandbox+ is much more effective)
- Mrturkleton's Extended Taunts (V1.1 is included, Shitface's V1.4 is the latest one)
- Encogen's Gang Plus One (included version is unknown, probably very fist one, V12 is the latest one)
- Mrturkleton's Avatar Rampage (V1 is included, Shitface's V4 is the latest one)
- Restore Original Billboards and LCDs (they have been disabled in the latest patch so this one doesn't do anything)
