Actually I was wondering about that as well.
On the subject of audio tools, I'm sad to see that no one's mentioned the song that is most key and necessary to add to Saints Row IV:
It's an absolute crime it wasn't included in the soundtrack

What if a unique player_creation, and tweak_table file were distributed through this site for us to modify which would have a built in flag so their server could auto weed them out?
There's other ways, like if the characters snapshot was made in an unmodded environment on their end instead of using the players modded engine...however that might take some time and money, or an even more expensive solution would be a remake of the characters save system in which each includes a unique player_creation file.....but that wouldn't fix the naked thumbnail situation.
