How to spawn more gang members

Is it possible to spawn more gang members on the street? I tried looking in the xtbl. files and didn't find anything.

I'd highly recommend Shitface's NPC Behaviour - it doesn't just increase amount of peds and gang members spawning around but also adds much more vehicles and some unused peds to the traffic. Peds are now more aggressive (some of them have weapons as well) and the notoriety system has been improved.
