Game of the Century Upgrade Pack Problem

Hi Volition,
I would like to buy GOTC Upgrade Pack but Steam says that I already have this pack but it's a lie. Yes, I have all DLCs but I want that 1 weapon skin which is included only in GOTC but I don't have but Steam says that...
I can't buy it.

I have Steam in Polish because I'm from Poland (no shit Sherlock)

Trust me, it ain't worth it. I spent over 6 euro on GOTC upgrade just to get that one skin back in November 2014 and it's just pure shit, purchasing a pile of bricks is a better idea.
