The conflict is with my mod, as it and this mod both modify the same files.
You'll need to choose one or the other, or you can try to merge them together with winmerge, which would likely be really tedious and difficult to do. You could also wait for the next version of Gentlemen of Steelport, which is prophesied to merge mods together automatically, or so the legends go...
 
Well this sucks in order to add this to my game I would have to remove xqD's Random Encounters Mod. Of all the mods I have it had to incompatible with my favorite one, my playground of destruction.

Indeed they do, however I am not sure how I can fix that. It's been a while since I worked on this modification - perhaps when the developer kits will be released I will be able to create a cleaner version of this modification.

Could you put some stag officers into the cops section?

There's a hard-coded limit on the amount of "character entries" you can have, which means that if you add new entries the game will crash. I will also have to make "Saints" variants of these characters, which will require me to replace existing and unused character models.
