The file you've uploaded at your post, is it the prototype you were referring to, or is the finished version?
I've succeeded in unpacking vpp and str2_pc files. But when I try to repack them, I get a notification that it's not implemented yet. So I assume that it is something that will be added...
I still remember the first Saints Row as the cool gta-like game where you could create your own character.
Then Saints Row 2 happened, improved on that by adding more options. I also liked the story of the protagonist becoming the new boss, rebuilding the gang from scratch.

I would like to take a look at the files, since I bought the remaster a fews days ago. But I'll have to wait until proper unpack/repack tools are available. Until then my hands are tied.
At this moment I'm also occupied with creating some mods for the Resident Evil 3 remake.
I've uploaded the Minimaul's SR4 tools from the shiny clothes installer along with some .bat files that will pack the short shorts and update the "customize_item.asm_pc" present in the same map. Just follow the instructions at the readme file.

Have you followed every step of the installer? Also the very last one where it says that you have to move your modded files into the SR3 's root folder manually?
It sure is possible to adjust how intens the specular settings are. I 've always copied the hex strings of the clothing, which are already shiny in its vanilla state. So it might be possible to do the same with those npc, but then with the specular settings of their skin. but I can 't promise...
It 's probably the usage of both mods, mikado 's and shiny clothes. Browse to the first post of this topic and read the part about compatibility. There you 'll find what you need.
The mod contains a readme file with detailed instructions on how to install the mod.
'SR4ShinyClothes_1.1' is an update to 'SR4ShinyClothes_1.0', so both need to be merged as a whole. It 's explained in my first post but I should have added it as a 'readme' along with the .7z file.
I 'm going to remedy this by uploading the contents of both .7z 's as 'SR4ShinyClothes_1.2'.
When you open '...\SR4ShinyClothes_1.0\Installer' you should see 4 maps and 1 file (the 'ShinyClothes4MC-Installer').

Most of the time it 's a bit of guesswork. Anyhow, this is what I do:
1) I search through the 'customization_stores.xtbl', looking after a filename that might be the item that I seek. Then I copy the name.
2) With windows explorer I go to a map in which the 'customize_item.vpp_pc' is unpacked...
