Those seem kinda like those "euro gang" unlockables that were in SR3 but weren't tied to any of the gameplay, but you could still enable them using the save editor. I also saw some "silver link" entries in the SR4 unlockables file, some weapon skins, cache/rep bonuses, etc.

That has nothing to do with the cheats.xtbl which Idol is using.
It's inside the tweaks_table.xtbl on Line 5816 to 5823
