The thing is porting stuff from SR:TT is possible with our current tools if it replaces some weapon from SRIV.
That won't change with the first package of the SDK since it will make replacement of weapons with custom models possible not adding them, yet.
To the law question: I think that Volition gave their agreement on porting stuff from former SR-Games.
