Shiny clothes for the main character

Totally late to the game on this. Been trying to figure out how to download this and install the mod and I just don't understand. If anyone could give a tutorial on what exact steps need to be taken it would be greatly appreciated. I love what I see of the mod so far, but this needs an explanation for a drool inducing, pants ****ting moron. That would be me by the way. I've downloaded mods for Fallout 3 and New Vegas, but this is seriously kicking my butt. Honestly, I don't expect a response, but any help would be greatly appreciated.

You need to fully extract the archive with the latest version of 7zip (not winzip or other archival software.)
