Jackhammer is present in all Saints Row games since the second one (except GOOH but this game just shouldn't happen in my opinion). Perhaps it's even in Saints Row 1 but I never played this one so I'm not sure.

Yes, the jackhammer is present in Saints Row 1. It's used by construction workers who appear randomly at construction sites.
