Then he likely has other mods installed in the root that use the same asm_pc file from interface.vpp_pc. These are probably conflicting.

Do you have any idea just how many times people have said they don't have any other mods installed and it turns out that they actually did? Just yesterday someone had that exact same issue in group chat and it turned out that they had forgotten they installed something a while ago. He should check his SRTT root and look for and delete files with the following extensions:
*.xtbl
*.lua
*.asm_pc
*.str2_pc

Also, why are you posting instead of him? It's quite difficult to try and help someone through a 3rd party.

Why would you redownload the game instead of just verifying integrity? Either way, that still would not remove additional modded files in the root from mods (unless you had manually deleted the entire folder.)
