I had seen that it was possible to teleport to different places using different kinds of mods but i have not seen a mod that allows you to teleport to the bridge in the Return to Steelport is it possible to do?

I believe that I've seen other posts that you could search on that talk about zone swaps that occur in SR3. Unfortunately I don't believe that would actually do you any good. That particular section was built specifically and only to be used in that cutscene. As such it has no collision or and other level data that would allow you to do anything. Plus that area looks really weird if you ever see it from angles that aren't the expected ones.
