You're overanalyzing it. Anything made by a random cool bunch of individuals is definitely a mod. Especially when they are busting their ass working this content into the PC version on their own free time. Definitely a high tier mod.

Whatever happened to the special version of GOTR by the juiced team made to work with the DLC? Did that just never work out? Will an updated version of GOTR be made that is DLC compatible?

CGOTR got discontinued but there is another version of GOTR thats currently in Development by Caboose that will support the DLC, we just have to wait but its coming.
