How do I open up the .vpp_pc file? I try draging it onto SaintRow3.unpackVPP.exe a CMD window opens and it says "CMD has stopped working". I try double clicking the gibbed thing and it opens a blank CMD page then closes instantly. What do I do?

What operating system are you running? I know the tools will not work with anything below XP Sevice Pack 3.
I have Windows 7 64 bit. Should I try setting "compatibility mode" to Windows XP Service Pack 3

No, you should not. That has nothing to do with anything.
EDIT:
To answer your earlier question, you should be dragging the vpp_pc file on to that exe just like you first tried. That is a correct way to extract.
You should not just double click it.
Ok, this is weird. Now when I try to unpack a .vpp_pc I drag it onto Gibbed.SaintsRow3.UnpackVPP.exe and it opens a blank CMD that does nothing untill I close it manually. And if I drag it onto Gibbed.SaintsRow3.UnpackVPP.vshost.exe, it seems like it loading something, but it never does a thing.

Why are you doing this? This is not going to do anything for you at all. Use Gibbed.SaintsRow3.UnpackVPP.exe like you are supposed to and don't just start experimenting with other exes.
I'm not just experimenting with other .exes. Anyway, I set Gibbed.SaintsRow3.UnpackVPP.exe to "run as administrator" and now it opens a blank CMD like last time, but now it closes instantly. And by "does nothing" I mean nothing ever happens, even when it stops "seeming like its loading something"
