I never played SR2 on the PC, but I loved the concept of the Orbital Launcher weapon that was included in Gentlemen of the Row. It's what I had hoped the Sonic Boom would be in SR3, but that just disappointed me in the end. That said, I was wondering if it were possible to recreate the Orbital Launcher in SR3. Maybe make it an upgrade to a weapon like the Bling Shotgun to actually give it a use

I don't completely understand how modded files work, but I would figure that having the effects attached to a level 2 Bling would still allow the level 1 version to be used by NPCs such as Zimos (if using Shitface's NPC mod) without having the insane effects of level 2. In theory, of course lol
