NPC Spawn Cap?

I've been messing around with spawn chance and night and day cap very specifically cause I want to make a more hardcore zombie mod but no matter what I do I can't seem to make them spawn in very large numbers. I'm talking like Left 4 Dead numbers I want to be able to turn Zombie cheat on and have like groups of no less the 10 zombies on me at all times when im not in a car and still have others messing with civilians so if I stay in one spot itll work up to me fighting hords! ATM I only seem to be able to get about 10 maybe afew more to chase me if i kite them together otherwise it's usually like 3 or 4 on me at all times with others fighting civilians or cops. It may also help to know if I can make them start to come after me sooner when I'm in eye sight, I'm using pixels zombie atm which he raised they're agro but still quite often ill walk down a street full of zombies (well more like a street with sidewalks full lol) and only 3 come after me with the others just lumbering around till I get at least as close as a car length. Any help would be much appreciated and would result in the most likely release of a stellar zombie apocalypses mod.
 
Likely hardcoded in the exe itself just like sr2. Pretty unlikely to be able to increase it.
