I'm back, what I know is that the program needs permission to write the character file inside characters folder.

Possibly, an antivirus is blocking it, try whitelisting MySteelportEmulator.exe (in my case I use Windows Defender, and didn't need to do it). Restarting Windows (not Shut Down, since that's Hibernate*) may also help

Whitelisting? I don't have any antivirus software, and Windows Defender is disabled. I'm not quite sure what to do. Could you elaborate, please?

Oh, you disabled Windows Defender? It won't really apply then.
Whitelisting is telling an antivirus to ignore a file even if it gets picked up as malware.

why does it keep timing out when uploading characters, everything else works fine though
