Billboard Texture Toolkit for SRIV

I'm not sure what I'm doing wrong. Whenever I run either of the batch files nothing really happens. The textures folder doesn't get made when I run the first one and neither does the custom billboards folder when I run the second one. I hope someone can help and I do realize this thread is nearly 7 years old, but here's to hoping.
