Just ran a new game (even though it worked in the prior 2 games) till I got to Steelport, exp cheat works fine, unlocks are purchasable. No issue noted

It happened to me after testing it a few times. I have no clue why though. It leveled me up, but did not unlock the skills for me to buy.

I didn't even know there was an experience cheat. You might have to start over or load an earlier save

I had started a new save each time. Just doesn't seem to work for me.

Which application do you use? I'd recommend WinRar, it always works in my case.

7-zip is free, which is why I tend to recommend it over WinRAR, but they can both handle it.

In fact you can use free version of WinRar even after the trial period. After 40 days it only reminds you about buying a license each time you start it but except that it still works as usual.

The only down side to 7zip is that it won't work with Winrar's new RAR5 format (yet) and extracting would give a "file is broken" error message for everything in the archive
