strange effects

what's up with everything getting the pixilation effect every second like clockwork? is this intentional or a bug? and what about the buildings shifting their textures? this also happened in sr3. also, does sr4 allow porting of sr3 clothes to it? because I would love to use just the future soldier pants and not the rest of it. and on that note, why did you combine so many clothes into suits instead of leaving them separate?
 
Because the game needed to be.. (whats the polite term for dumbed down) for consoles due to memory.

Edit: For further refrence, I'm talking about the clothing.

I believe these are very intentional and not any attempt to "dumb it down" or "optimize". I'm sure that shader is more expensive than a normal one. It was done as a glitch in the matrix type effect. I do agree that it happens pretty frequently.

is there a way to remove the pixilation effect or perhaps even better, make it much less frequent? it is very annoying, especially while customizing cars. also, that still begs the question; what's with the shifting building textures? I am sure that you have also noticed this. the wall textures of buildings will move up and down, the lips of roofs will shift their textures all around. do you know why this happens?

I think you might have misunderstood me. I wasn't talking about the effects, I was talking about the clothing that use to be in parts now being whole suits.

Is this effect moddable; can i disable it with the right tweaks? I know Jack and his brother about modding SRIV but i'd be willing to learn if I could get rid of that brickwall digital wave effect....
