What's the best fix for SR2 PC?

Sorry if there are already forums posted about this, but I need help on this.
I currently don't have a very good PC, but good enough to run SR2 if they ported it properly, what's the best fix for the PC port of SR2, I'm getting about 45 fps when roaming around, with major dips when loading in areas.

I guess the is no one. Some critical problem can fix idol ninja's Gentlemen of the Row v1.9.2

but bad frame pacing and bad frame rate are unfixable. In GOG version frame limiter is enabled so fps drop from 30 to 24 isn't so notable but without it I got drop from 74 to 18

I might try to limit my frames as well, 30 fps is ok with me anyways.
