Would a mod that adds proper co-op be possible?

Like, not the co-op missions that are in the game already, but being able to play the actual campaign and free roam co-op with another player, like Saints Row 2 onwards, would it be possible to mod that in?

i looked into this a little, but quickly stopped when i remembered just how bad the sr1 netcode was for those co-op missions lol

tl;dr probably but i wouldn't count on it
