The Quest for a Quasar

Hey everybody, I've had this game for a few months now and in the 180+ hours I've played it, I've never found a Quasar as far as I know. Any tips on how I could find one easier? I've tried a method or two now but the ones I've found haven't been very effective.
 
It can spawn in Downtown and Suburbs Expansion but the chance is extremely low, so basically you need to drive around any of these districts in hope to find the Quasar.

I don't have it myself but have tried to obtain it before, I'll likely continue my rare hunting.
