I think he was talking in generalities and not specifically about Volition.

The Sim City Airship base is a good example.

While true I guess, he did post it in a forum about Volition games. One would be excused for thinking he was referring to the Saints Row series, as this is both a Saints Row thread and a Saints Row forum.

If you Steam Preorder you get the 3 weapon skins shown there and the Commander in Chief stuff.

Steam pre-order gets the TF2 weapon skins.
The Commander in Chief upgrade does not include any skins. Only the Weapon, Vehicle and Outfit.

Yes but if you pre order on steam you get the CIC as well...

So Pre-order on Steam, and you get upgraded to the Commander in Chief edition, as well as get the TF2 weapon skins.
Plus if you own SRTT you get 10% off.

It Says so on the box (oh I mean the steam order page).
