Just try the shit with the verify data cache,if it doesn't work with that,then reinstall.

In your Steam library, right click on SRTT and choose Properties. Select the LOCAL FILES tab and then the VERIFY INTEGRITY OF GAME CACHE button. This will check and redownload any corrupt or changed game files.
Oh nevermind. i just found out the problem.. i think...
i just recently finished a mission called "stop all the downloads" (deckers stronghold takeover). in this mission, kinzie will follow you, but she was unarmed, and the bug was kicking in. but after playing other mission with a homie that have guns, suddenly the problem fixes itself.
im not really sure it caused it but this is pretty much solved.
