Isn't Shandi in Saints Row 4 the same one from The Third????

Yeah but it's her main SRTT look while in SRIV she has so many versions that it's easier to just refer to this as SRTT.

I don’t understand where the format files are needed vpp_pc

Put the vpp_pc files that are attached to this thread into your mods folder: "steamapps" > "common" > "Saints Row IV" > "mods" for the Steam version or: "Saints Row 4" > "mods" for the GOG version.
Those files are the outfit and hair, without them you will only get the slider presets from this mod.

I don’t know what i did wrong, but the Hair is missing and my character has double Hands. Can someone help me please?

You also gotta move the ShaundiHair.vpp_pc and SR3Shaundi.vpp_pc to your mods folder.
