SR2 LAG

I have installed gotr and powertools but still can't run sr2 properly. It used to run fine but just stopped working and I don't know why. I get lag when I look in certain directions. I'm on the lowest settings and I am still having problems. (lag usually happens in the downtown area)
 
What is your PC specs? Saints Row 2 system requirements on Steam is:

Minimum:
  • Supported OS:Windows XP or Vista.
  • Processor: 2.0 GHz Intel Dual-Core Pentium IV or equivalent or AMD Dual-Core Athlon XP or equivalent
  • Memory: 1 GB system RAM
  • Graphics: 128MB 3D graphics card with Shader Model 3.0 support (i.e. 7600 NVidia card or better, ATI X1300 card or better)
  • DirectX Version: DirectX 9.0c
  • Sound: DirectX 9.0c compatible 16-bit sound card
  • Hard Drive: 15 GB of Hard Drive Space
  • Display: DirectX compatible display capable of 640x480 in 16-bit color

  • Hard Drive: 15 GB of Hard Drive Space
  • Display: DirectX compatible display capable of 640x480 in 16-bit color
 
Intel(R) Core(TM) i5-3570K CPU @ 3.40GHz, 3401 Mhz, 4 Core(s), 4 Logical Processor(s) I don't know how to check my specs properly but this is all i can find xd

Do you know what make & model of your graphics card? SR2 has a problem with onboard graphic cards such as the Intel HD graphics cards. Nvidia or AMD graphic cards are better.
 
Are your graphic drivers up to date? I had a problem with my game after Microsoft released the Fall Creators Update on my pc I had to remove it cause SR2 got laggy badly.
