Followed instructions to the letter, including using the single file and asm updater to patch on top of Things To Do In Steelport. Ground is still shiny and trees are made of white blocks. Replacing both files causes the game to get stuck on the loading screen.

copy the ASM UPDATER folder to your sr3 folder instead of just the contents inside of the folder. Then open the folder and run the bat after you added the snow sr3_city_awld file to your sr3 folder
