Skinball or model swap?

Is it possible to add either of these reporters/civilian models as playable, or making their models like an outfit or a skinball? And if possible making These reporters/civilians part of gang customization? Any information would be appreciated, or if it’s possible but it’s too much of a hassle telling me what I’d have to do to make it happen? Thanks!
