saints row the third beta 2009

I am working on rebuilding the saints row the third beta 2009 build but am having issues with spawning of vehicles at gang operations and missions even though I have edited everything from spawn info, notoriety, roadblocks info, gang customization and every file I can find. Any and all help with this is greatly appreciated even if it is just information on what files to look at and information on ty he beta 2009 build of srtt.
