Saints Row IV, How do i Reimplement Gang Notoriety?

I wanna reimplement gang notoriety for a number of reasons

1: I can have Neutral Gang, Morningstar, Luchadores, etc, Chasing me after killing a few of them
2: Improve the notoriety system
3: To increase fun
4: To get loopholes around the notoriety system
