Saints row 2 powertools can't get it right Intel core i3-4005U 1.70 Ghz

So my crappy laptop has the cpu of Intel core i3-4005U 1.70 Ghz so when i play the game it is very fast and my character is like sanic but then i downloaded saints row powertools to fix it i narrowed it down to a speed which my person is not sanic but combat is so slow and when my character runs he is so slow i try speeding him up with powertools but then he is too fast so could someone smarter than me(anybody) tell me the correct setting on powertools for my cpu
