I'm playing the game again. I noticed that some things I do cause static effects. I'm exploding barrels and what I see I can only explain as Static. It's not my screen, I think it is supposed to be part of the glitch effect. The only mod I've found removes pixelated civilians and cars. It gets more apparent in the game during minigames, if i recall correctly. Tank mayhem is full of them. The speed rifts, if i recall correctly, love to show the effect in certain places.
