I know there are some mods that are trying to do this, but those mods have shance to spawn normal cop drive a bike so I have an idea try to solve it same like in SR2:

Edit: I looked into it after some time and I have only one problem to solve, passenger capacity, which means there can be bike cop on rear fender of bike, which I see wierd. Is there someway to make the bike spawn only with driver? (tried things with vehicle_interaction_info but nothing)
