No Weapon Cooldown Mod

I have plans for a mod that will take away cooldowns on all weapons in game. Such as the alien laser weapons. This will be done probably in the next day or so depending on my other stuff I'm doing atm.
 
As far as I remember, Alien Minigun has an ultimate upgrade which grants it no overheating.
 
Is there something we can edit in the xtbls that governs overheat/cooldown? Would like to do this myself as well.
