Here's new unlocks that
free_store01 (01-19) = Makes everything for free
mp_unlock = unlocks all exclusive clothing from mp to singleplayer
no_cop = makes police notoriety rate rate go down to 999999999
no_vk = makes vice kings notoriety rate rate go down to 999999999
no_wr = makes rollerz notoriety rate rate go down to 999999999
no_lc = makes carnales notoriety rate rate go down to 999999999

god_health1 = Bullet Proof (to remove this effect type in all_fraud in the dev command to override it)
god_health2 = Bullet Proof (to remove this effect type in vk_fraud in the dev command to override it)
god_health3 = Explosive Proof (to remove this effect type in wr_fraud in the dev command to override it)
god_health4 = Vehicle Proof (to remove this effect type in lc_fraud in the dev command to override it)

Just simply copy and paste the unlockables.xtbl into your misc and misc2 folder and repack them and you're good to go.

How do you obtain these unlocks if it's in the game's code? You will need to type these in the console to unlock these rewards by typing this command:

unlockable_unlock free_store01

then you'll get free items in the store and there's 19 of them.

and the best of all you can actually save these effects into a save file!

Are you on emulator or real hardware? on emulator you can just drop the xtbl with the xex and install the clippy loose vpp loading patch.

yes im in xenia so how? cuze there is 2 of xtbl file one in misc folder and the other in misc2 folder

Those 2 folders were made to be easier for players when they want to install the mods over to a RGH XBOX 360 or emulator at the time. This mod was created before clippy's patch was a thing and thats why there is 2 folders (misc and misc2) which are same xtbls for both folders.
