Not even close to possible with our currently limited toolset.

I see someting like "bulletime" in saints row the third its working only on slow cpu when in game is many explosion and some time game slow down and you got slow motion its look very fun but this is not mod so not posible to make but posible to see on slower cpu ... (sorry for my english )

prolly not the whole divey shootey thing without it looking busted ass cheap but the "slowing down time" thing would probably work? keep in mind i don't think sr3's mod tools ever actually got better
