Does someone know how to lenghten the available Mission Time mainly for the Sidequests. I think that this Information could be find in that common.vpp_pc File perharps? Does someone know where to find it exactly and Change it?

You're correct. You need to extract common.vpp_pc using "ThomasJepp.SaintsRow.ExtractPackfile.exe" (there's a GUI version too), then find the .xtbl file for the Activity you are looking for.
(eg: torch_dt.xtbl = "Trail Blazing (Downtown)")

These files contain parameters for the Activity, including the Time Limit, if it's available.
.xtbl files can be edited using either Notepad++ or Volition's Table File Editor. (I prefer N++, personally.)
