Is Steam Running? Error While Steam Open

I get this error

While steam is opening and I have no idea how to fix it, I have tryed running it as administrator but it still comes up with the same error. Please help?

Is this for the upload content tool? Are you using the one linked in the tutorial, or did you download it from the Tools section of your library that just went up last night.

Could you try downloading the one in your Steam library in the Tools section and see if you get the same error?
