How are other Saints using the M2 Grenade Launcher if I haven't bought the DLC?

So I have Shitface's NPC Behavior and Spawn mod. One of the things that mod does is make the other Saints use a wider variety of weapons. What's strange, however, is that I noticed one of them using an M2 Grenade Launcher, which I didn't remember seeing. When I tried to pick it up (it tells me to hold R to swap my current weapon with it) I drop my current weapon for a second, and just pick it back up. No grenade launcher.

At first I thought it was some kind of unused glitch weapon that was scrapped before they programmed whatever was necessary for the player to use it (but the code for NPC's using it is still there) but when I Googled it I saw it was part of the Explosive Combat DLC. I haven't purchased that DLC, however, so why is it there? Obviously it did download it somehow, as it works just fine for the NPC's, but then why can't I pick it up?

My guess for what's happening is that (similar to my initial guess of it being a scrapped weapon) the code necessary for NPC's using it is there, but not whatever is needed for the player to use it. This would make sense for co-op, for instance, as it needs to have the model for the gun and anything necessary to see it fire even if you don't have the DLC yourself. I imagine purchasing the DLC would download whatever additional code is needed for the player to use it. Am I correct?
 
The assets for the Explosive Combat DLC are included with the game files, it's just that you have to purchase the DLC in order to access it. That's why the DLC items appear in-game, but you can't use it. But since you didn't buy the DLC, you shouldn't be able see NPCs use DLC weapons at all.

That last part is incorrect. NPCs will always pick up any dropped weapon if it's better than what they have, DLC or not. If you own the DLC or not. This behavior has been like that since the game launch. It's nothing that shitface's mod did other than having certain npcs use it.
 
Actually it's not about how good the weapon is, it's more focused on the inventory slot it's put in. Special >Melee > Pistol > SMG > Shotgun > Rifle > Explosive, no exceptions for any weapon.

Are you sure you don't have that backwards? It would be hard to imagine an NPC dropping a shotgun to pick up a taser. Also the M2 is classified as an Explosive, which. I know that because it said I would be replacing my satchel charges, and also it just makes the most sense.
 
I'm quite sure it works the way I said in my previous post. NPCs focus on inventory slots first, so if you have a STAG rifle in the special slot and dedicated to any npc, they most likely pick up and utilize a baseball bat when they find one.

I'm confused. STAG rifles don't go in the special slot; they go in the Rifle slot. The special slot is for the RC Possessor, the Reaper Drone, the airstrike laser thing, the cyber-blaster, the Sonic Boom ("Saints-Row-Dah!"), and the sniper rifle.

Also the way you said it before, the special slot is considered "better" to NPC's than the melee slot. You listed the Rifle slot as being "worse" than the Melee slot, but you said "if you have a STAG rifle in the special slot", which is why I'm confused. Again, I think you either listed them backwards or meant to use '<' instead of '>'. Or is it just programmed so NPC's treat melee weapons as better than rocket launchers?
 
But if you mod them so. Like in yorpie's Advanced Police Notoriety mod, the STAG guns are in the specials slot.
