I've tried going through the basic installation and I've opened the command box, but whenever I press a key to start it, the whole thing just closes and does nothing. Also, it says that the mod files can't be found. What's going on?

Sounds like you didn't extract the archive correctly. Make sure to use the latest version of either winrar or 7zip.
I'm using WinRar 5.11, is that not recent enough? Because that's the most recent I can find
