While I was playing with EtaYorious, I decided to search Old Stilwater again, since it's one of my favourite places (I love abandoned [Emphasize on that word] places and all that).
When I got inside the place that looks like a restaurant, with what appears to be a huge urinal for people with big legs I guess, I jumped near the rubble and saw a black fog.
It's normal, since you were apparently never supposed to look there. There's nothing there but just a "black fog" because it's an optimization method. But what's creepy is, I saw some sort of "shades", here are some pictures to prove it;

Just look around the black fog, you'll see what appears to be like some sort of people.
I'm not gonna speculate these are ghosts, I'm just gonna speculate these are NPCs that spawn on "top" of Old Stilwater.
