Extreme lag problems

Hello ive just gotten the game and i only seem to get (on menus and in game) 3-5 fps which is odd as my PC is more than capable of running it

specs:
Video Card
NVIDIA GeForce GTX 1060 3GB
Operating System
Microsoft Windows 10 (build 15063), 64-bit
RAM
16 GB
Processor
Intel(R) Core(TM) i5-3470 CPU @ 3.20GHz
 
I have the exact same issue.

Specs:
OS: Windows 10 64bit home 1709
Motherboard: ASUS X99-A
CPU: Intel i7-5930K CPU @ 3.50GHz
GPU: NVIDIA GeForce GTX 980
Disk: (SSD) SanDisk SDSSDXPS240G
Memory: 32 GB

I contacted Deep Silver support, perhaps they can shed some light on this.
