As far as I know, this is not yet possible, but in my "Duplicate & Uneditable tattoo textures?" thread in the "Ask Volition!" section, [V] Knobby left me with this, and I'm not sure how to progress beyond this part of my guided exploration of the game's file's inner workings:
I've since posted a bit of a reply, but doubt it will lead to anything, considering I'm not Minimaul or Rick, and don't know enough about the file system to really help him help me. : \

EDIT: A quick rundown of what I've been doing since he first answered my question:
Tattoos: many use dupe textures, like the files tattoo_Rforarm_12 and 5; both contain different copies of tat_arm_fair, but only the higher rez copy will be loaded, so Knobby suggested giving the other a different name, and we've been trying to get the game to read a tattoo_Rforarm_12.str2_pc file with a different named texture in it, my failed efforts detailed in the post immediately preceding the linked one above.
I'm not sure if minimaul's str2 editor will allow creation of a new file like this. Can you do the extract as xml, rename and repackage that way? I'm not even sure if this is available yet on the SR4 community tools.
