Disappearing building textures followed by 1fps

Hello! I have this issue which causes my game to suddenly drop to 1fps, I have observed and noticed this happens when large buildings (such as downtown skyscrapers and the ultor arena) suddenly lose all their textures. I have tried turning my graphics down to minimum, but it has not worked, I have GOTR installed however it does not help (in fact I ONLY have this issue with GOTR), and I do not have any graphics mods installed (I DID used to have the HQ texture pack installed but that has long been uninstalled). I am trying to play this game co-op with my friend so any help would be appreciated!

I tried to grab an image of what my game looks like, however it is so slow that both f12 and print screen don't work
 
UPDATE: My issue is still very severe and has not been fixed in the slightest, HOWEVER I was able to get an image of what the buildings become via windowed mode. I hope this helps find out what my issue is.
