That's basically it, there's two other comments in the mod's thread itself bringing up the same problem, their nearly a decade apart from each other, and no solution was given; I haven't had any other issues, and it isn't that annoying, but would still appreciat if someone here knew a fix?
 
Think I fixed it, pasted in the packfiles folder along with all the other stuff (Guess I didn't the first time), my character is now pulling the cart around properly and I've seen npcs doing so as well, don't know if I created conflicts with any other mods, but I'll post a comment if I find one.
