Arrest civilians

We should be able to arrest civilians because if you have the cop gang mod installed you work with cops and if you can be able to arrest people for can arrest them for doing something bad to a police officer or if there in a gang and that will be really cool and if a police officer pulls someone over and talks to them you can show up there if you see them and then just arrest that civilian this would really be a cool mod please try to see if you can make it.

I 100% agree with the request and hope somebody would do it since there are drunk drivers and gangs holding weapons in public. Would be an awesome way to notch up the roleplay.
