Alt +Tab or changing resolution causes it to become darker and causes black boxes

when alt tabbing or changing resoloutions and resuming the game my game becomes very dark and sometimes black boxes appear when looking at certain angles or objects; restarting the game fixed the issues; but is there a way to make this not a problem? or just set my resolution and make sure i dont get any pop ups that minimize the game?
 
This seems to be an AMD-specific problem, with just workarounds.
What worked for me: Set volumetric fog to atleast Low, and use Borderless/Windowed so you can alt+tab as wanted.
Avoid changing graphics settings if you're not immediately planning to restart (that is, restarting is mandatory to fix it).

Cause i have to play on 720p to even touch 60 fps. and i turn everything down to its lowest, volumetric is off. there just has to be a fix somehow

If there is, I haven't found it (short of using different hardware).
Volumetric fog on low doesn't lag up that much, it's kinda necessary to actually be able to play sans black squares
