Administrador/Creator's tools?

I've asked in the mod request board if there's a way to make it so your nameless gang members can be edited similarly to the main character, by appearance and wardrobe. I was told that it isn't possible, but I could use the Administrator an Creator's tool. But I have no idea what it is, and based on the response I got, the responder isn't going to tell me.

I'm honestly not sure what that person was referring to. They may have been talking about the developers' game-authoring tools and original models, which of course we don't have.
